I believe it is a cultural issue and also a lack of financial education issue. Culturally, the agent system has always been part of Japanese entertainment: "if you want to be famous, you need an agent!". Financially, students worldwide graduate high school often with little knowledge of how to handle finances and this goes double in Japan where sadly students are not seen as adults. A JAV star from the boondocks probably is not going to have the skills needed to cultivate her own presence ala Maria Nagai. Some agencies now help JAV stars with these types of side hustles, but seeing these cookie-cutter profiles vs ones that appear like the performer is the one operating it are night and day.
