The seifuku offers a greater degree of versatility when it comes to scenes and scenarios, compared to say a nurse outfit or maid attire. Yes, technically a maid or nurse outfit (or any outfit or fetish really) can be used in ANY scenario, but in my opinion, if the outfit tied more to the scene instead of just appearing randomly for the sake of having it, it can make the JAV have stronger appeal. Yeah, we could have some actress' debut movie where she puts on a nurse outfit and has sex - or, we could have an actress wearing a nurse outfit, committing to her duty of helping a patient who has a special condition: he must ejaculate every hour or suffer negative consequences. One of these situations has far more erotic appeal than the other.

All that being said, there are far more applications in which a seifuku is compatible. Like the aforementioned scenes of walking home, or lounging in a classroom, the director of a JAV could also lean on symbols like purity (a girl's first sexual experience) or rebellion (a high school dropout hanging with a bad crowd). Even more examples include a student seducing her teacher, a delinquent girl using her body to manipulate others, or a shy classmate slowly gaining confidence. The seifuku has a level of diversity that allows all sorts of unique situations like these.

The sheer popularity of the seifuku is naturally a double-edged sword; it might serve as an indicator as to what kind of fantasy and roleplay the watcher is in for, but it also causes the creativity to drop-off sharply. A lot of JAV use the uniform as the main vehicle in the scene without setting up an interesting scenario or twist to add more layers to the experience. It's always something happening a classroom, with after club activities, or in the hallway, or something to that extent. A teacher walks in, the student flirts, then sex ensues. While I mentioned before that seifuku has a lot of versatility, the fact is that a lot of JAV don't seem to take advantage of it. Many often recycle the same ideas and tropes, when there's tons of unique ideas they could make use of.

This might be more of a minor nitpick, but a lot of seifuku in JAV don't perfectly imitate real school uniforms, and that might perhaps be due to legal reasons. The outfits are usually modified in some fashion to heighten the sexual allure in a non-natural way, like the classic "way too short" skirt. Such alterations might take a viewer out of the experience when they were drawn in by the seifuku's promise of an authentic scenario. This naturally varies from JAV to JAV, but I thought it was worth mentioning none-the-less.

On the same topic of alterations, there aren't many ways to modify the school uniform to make it uniquely different. While I just mentioned that these alterations can take some viewers out of the experience, honestly this ultimately varies from person to person. Some people might hate the fact that seifuku often look almost the exact same between movies, save for slightly different styles or colors or inclusion of a few accessories. Compare this to a maid outfit, which has a plethora or different styles or designs that can be used. Most JAV don't really go out of their way to modify the seifuku much, which can be a good or bad thing depending on whether the watcher prefers an authentic experience.

Some JAV might lean too heavily on the outfit as the entire hook of their movie or scene, forgetting that the actress is a unique piece in any production. They might forget to make use of an actresses' skill set or personality, which can mean the difference between a good and bad scene. This ends up serving as a crutch, as opposed to enhancing the actress, which is quite sad, as charm and personality I feel is underutilized in general in JAV.
