Personally it's a close race between Kirara Asuka and Saki Okuda. 10 years ago I would've leaned towards Kirara Asuka and now Saki Okuda has upper hand. Maybe it's recency bias or me just getting older. Other noteworthy S1 actresses for me (in no particular order) have been Anri Okita, Ruri Saijo and Cocomi Sakura. I know Yuma Asami is highly rated among long-time JAV watchers, and it is a crying shame that her career was cut short.

I remember Ayaka from early 2010s and feeling somewhat indifferent about her. Looking at her now, she has matured very gracefully indeed, and I feel that she looks even better now than back when she started. She's had a long career, and while not churning out movies at same pace like, say Yui Hatano, she's had a good run.

Mina Kitano has couple anal flicks either coming out or already out. Based on screenshots I've seen, that rear door has likely seen good amount of traffic off-camera. It'll be interesting to see which way her career goes, hopefully not towards retirement in near future.
